Spotted Eagle Inc. began as the Milwaukee Area American Indian Manpower Council, Inc. (MAAIMC) in 1974, as a 501C3 non-profit employment and training program. Funded by the U.S. Department of Labor, MAAIMC provided services to American Indians in Southeastern WI. It was established for the purpose of serving the needs of off-reservation American Indians in an urban area with education, employment and training services.
