The Consulate of Ecuador in Houston has jurisdiction in the States of Texas, Louisiana, Kansas, Arkansas and Oklahoma. Provides consular services to the Ecuadorian community residing in these States, such as: Issuance of passports, notarial acts (powers of attorney), issuance of various civil registry documents. Additionally, it attends and processes visa requests for foreign citizens who wish to travel to Ecuador for tourist purposes or to reside temporarily or permanently.
Finally, the Consulate of Ecuador in Houston, being a border, provides assistance services for the location of Ecuadorian citizens who, in their attempt to enter the United States, are missing, detained, have suffered an accident or, unfortunately, they have passed away.
The Consulate of Bolivia in Houston, Texas was formally re-opened in May of 2014. The Consulate is dependent on the Ministry of Foreign Affairs of Bolivia, which has the function of representing and protecting the interests of the Plurinational State of Bolivia and its citizens who are abroad. So without any fear of exclusion, all Bolivian citizen has the right to be assisted by their consulates and access its services.
Functions of the consulate:
- Represent and protect all Bolivians and interests giving attention and cooperation within the framework of respect for the laws and authorities.
- To promote trade, economic, cultural and scientific relations.
- Acting as Notary Public and Civil Registration Officers.
- The Consulate exercises its functions while it observes the laws of the receiving State.
- Cooperate to know the fate of missing citizens and assisting the jailed or detained or ensuring that they are guaranteed full rights of defense at their trial.
- Perform registration and certification; grant Safe-conducts travel documents, issue Certificates and Travel Authorizations for Minors.
- Act in cases of repatriation of Bolivians.
The jurisdiction of the Consulate General of Chile in Houston comprises the following States: Texas, New México, Oklahoma, Arkansas, Mississippi and Louisiana.
The consular functions are determined by the Convention of Vienna on Consular Relations of 1967 and the Consular Regulation of Chile, Decree Law Nº 172 of the Ministry of Foreign Affairs.
Some of the functions incumbent on our Consuls are the following:
- Protecting in the Receiving State the rights and interests of the State of Chile and its nationals, both individuals and bodies corporate, within the limits permitted by International Law;
- Acting as Notary Public;
- Issuing passports and travel documents to Chilean nationals of its circumscription or passing by;
- Helping and assisting helpless nationals;
- Safeguarding the interests of nationals, both individuals and bodies corporate; safeguard the interests of minors.
- Safeguarding the fair and equal treatment of nationals within the receiving State, if applicable;
- Transmitting judicial and extrajudicial documents or executing letters rogatory in accordance with the laws and regulations of the receiving State.
The Colombian consulates were created with the purpose of protecting, informing and looking after the interests of Colombian citizens abroad; and likewise, guide and collaborate with foreigners who visit Colombia in the procedures established by Colombian laws. These offices are in charge of different legal procedures that help any Colombian or foreigner to have the documents and procedures corresponding to each country.
It is important to keep in mind that each Consulate must comply with the same program of activities as stipulated by the Ministry of Foreign Affairs of Colombia, but modifications may be made due to the laws established in the country where its headquarters are located.
The Colombian State, through the Ministry of Foreign Affairs, has established the operation of the Houston consulate in the United States. This consulate serves Colombians and foreigners located in the Circumscription in the States of Texas, Arkansas, Louisiana and Oklahoma.
All nationals and foreigners who are in the previous Circumscription, have access to the services of this consulate without the need to resort to intermediaries.

After 48 years, the Original MLK Parade will join as a single, unified event in January 2026. The Black Heritage Society, Inc. is thrilled to announce our joint initiative to unite the two parades, the Original MLK Jr. Parade and the MLK Grande Parade, at a single location in downtown Houston. In honor of the Late Ovide Duncantell Jr, we are dedicated to leading the parade and embracing the sacrifices needed as we move forward into the next chapter of our story.
This moment is deeply significant as we navigate a world often lacking in genuine love, meaningful conversations, honesty, and healing. Previous efforts to merge the two parades were unsuccessful, but this year has brought about a development under the leadership of the City of Houston Mayor John Whitmire. Recognizing the divisive climate, a plan for unification was successfully negotiated. Teresa, president of the Black Society, acknowledged the history between the late founder, Ovide Duncantell Jr., and a former employee, which resulted in a judgment against Mr. Charlie Stamps. While African Americans have consistently demonstrated their capacity for agape love, it is equally important to celebrate our uniqueness and foster solidarity as we embody sacrificial love. By sharing our story, we aim to cultivate mutual respect and understanding, promoting a spirit of love for all people while advocating for justice, freedom, and inclusion for everyone.
Our theme for 2026: Life can present challenges, but a world filled with justice, compassion, freedom, and unity creates an atmosphere of Hope for all people!
