Founded in 1992, Hispanic Services Council (HSC) is a private, non-profit organization focused on improving the lives of Latino children and their families in Hillsborough County. The brainchild of social service professionals, HSC was initially an informal network that offered bilingual translation, information and referral services through the Linea Hispana (Spanish Hotline).
We reframed our work in 2011 to focus on Education, Health, Economic Mobility and Civic Engagement, which represent our commitment to changing the policy, environmental and systematic conditions impacting Latinos. HSC’s work centers on listening to those we serve and developing access to opportunities that result in an educated, healthy, and engaged Latino community.
HSC serves as the cultural and language conduit for families who are seeking stability in the United States, alleviating the isolation felt by those who are trying to overcome language and cultural barriers to lead productive lives. We help them through challenges such as securing adequate housing, gaining U.S. citizenship, enrolling their children in school, and finding health services. Our relationships with providers alleviate the frustration of those who may not have the language or cultural capacity to connect more fully with the families they are trying to support.
Our mission is to increase access and opportunities for Latinos and influence the systems that serve them.

Jennifer is a native Floridian, born and raised in Tampa Bay. Jennifer comes from a family of attorneys, including her sister, Lauren, and father, Michael Meksraitis, who has practiced law in the Tampa area for over 35 years. Michael taught Jennifer what it means to be an effective and empathetic advocate for the injured. Jennifer’s mother, Martha, was born in Cuba, and taught Jennifer the importance of retaining her heritage, which included speaking Spanish in the home.
After graduating from HB Plant High School, Jennifer received her bachelor’s degree in Finance and Economics from the University of North Carolina-Asheville. After graduating, she took a position as an account manager with Allstate Insurance in Atlanta. Unsatisfied, Jennifer decided to attend law school and pursue a career that had more meaning and purpose.
Jennifer received her Juris Doctorate from Stetson University College of Law in 2006. From there, Jennifer accepted as position as an Assistant Public Defender for the 15th Judicial Circuit in West Palm Beach. For three years, she tried many jury and non-jury cases as a champion for the poor who could not afford to pay for legal representation. Ultimately, Jennifer was called back home to Tampa where she opened her own firm to advocate for the injured and in 2012, Jennifer founded Jennifer Meksraitis, PLLC, now known as Heights Injury Law.
The ethics and standards with which Jennifer was raised, coupled with her experience as a legal advocate for the poor, have given Jennifer a unique and empathetic perspective as a Personal Injury and Criminal Defense attorney. Jennifer is a gifted counselor and a brilliant strategist who knows the law, knows how to fight, and is personally involved in every case that comes through her doors.
