Our mission is to protect within our constituency, the rights and interests of the State and of Ecuadorians whether they are natural or legal persons; plan and manage quality consular services and promote the political and associative participation of the Ecuadorian population abroad, subject to treaties, conventions, the law and international law, in accordance with the goals established in the national development plans.
The circumscription is the territory attributed to a consular office for the exercise of its functions.
The Consulate's constituency includes the states of Minnesota, North Dakota, South Dakota, and the counties of Douglas, Bayfield, Burnett, Washburn, Sewyer, Polk, Barron, Rusk, St. Croix, Dunn, Chippewa, Pierce, Pepin, Eau Claire, Buffalo, Trempealeau, Jackson, La Crosse, Monroe.
Our Consulate covers the state of Minnesota. We collaborate with fellow Consuls in the Midwest, helping if need be. We facilitate development of commercial, economic, cultural, scientific and educational relations between Norway and the upper Midwest region, and provide consular services to Norwegian citizens.
The Norwegian Consulate can:
- Vote in Norwegian elections
- Provide information about Norway and Norwegian-American relations
- Provide notary services
- Receive ballots for Norwegian elections
- Administer Norwegian language exams (Bergenstesten)
- Assist with general questions about consular assistance, pension, and UDI
(Utlendingsdirektoratet, Norwegian Directorate of Immigration)
- Answer questions about the process of moving to Norway
- Answer questions about travel to Norway
US citizens do not need a visa to travel in Norway for short term tourist visits (maximum 90 days)

However, in 2011, she and her husband moved to the small town of Grass Valley seeking more time to enjoy the scenic outdoors, the beautiful communities of Grass Valley and Nevada City, and each other.
Virginia loves to read and considers herself a “life-long learner/student”. Virginia’s passion for learning started earlier than most. She grew up in Sacramento and at the age of 18 received her B.S. in Mathematics with honors from the University of California, Davis. She went on to law school and received her law degree from the University of California, Berkeley School of Law (Boalt Hall) at the age of 20, making her the youngest graduate of Boalt Hall and the youngest lawyer in California from 1998 to 2007 and seemingly the nation.
When Virginia isn’t learning about her clients’ needs and helping them fulfill their goals and dreams, she is spending time with her family, running, gardening, reading or baking.
Virginia currently serves on the Board of Directors of Community Legal in Nevada City and The Nest Family Resource Center and has served on the Board of Directors of United Way of Nevada County. Virginia has taught Business Law at Sacramento City College and has served as a Pro Tem Judge for the Small Claims Division of the Sacramento County Superior Court.
Originally from Sudan, Mohammed (or Moe) earned his Bachelor of Arts degree in History from Grinnell College in Iowa. Following his graduation from Grinnell College, Mohammed went on to complete his Juris Doctorate at Mitchell Hamline School of Law in St. Paul, MN.
Mohammed is a fluent Arabic speaker and is happy to assist Arabic language clients, or clients who have a need to communicate with Arabic Speakers.
Mohammed is currently a licensed attorney in Minnesota and in Washington, D.C.
